　　一、发布投洽会通关指引

　　I. Release of CIFIT Clearance Guidelines

　　制定发布《第二十六届中国国际投资贸易洽谈会海关通关须知》，为境外参展商提供详细指引。

　　Formulate and issue 26th China International Fair for Investment & Trade Customs Clearance Guidelines, providing detailed guidance for overseas exhibitors.

　　二、设立常态化会展监管服务机构

　　II. Establishment of Permanent Exhibition Supervision Service Agencies

　　展会举办期间，对有驻场需求的，经主管海关同意后，可在展会现场驻点监管，提供海关嵌入式无感化监管、海关法律法规和业务咨询服务。

　　During exhibitions, upon approval by the supervising customs office, on-site supervision may be deployed to offer embedded sensoryless supervision, customs regulations consultation, and business advisory services when field presence is required.

　　三、设立展会通关专用通道

　　III. Creation of Exhibition Clearance Dedicated Passage

　　重要展会举办期间，根据需求在辖区主要货运口岸设置进境展览品通关专用通道，优先办理申报、查验、抽样、检测等海关手续，实行即查即放；在进境旅客口岸设立参展嘉宾专用通道，按规定给予通关便利。

　　During major exhibitions, dedicated passage for inbound exhibit clearance shall be established at key cargo ports within the jurisdiction based on demand. Priority handling shall be given to customs procedures including declaration, inspection, sampling, and testing, implementing immediate release upon inspection; dedicated express lanes for participating guests shall be set up at inbound passenger ports, granting corresponding clearance facilitation.

　　四、设立智慧海关专题展区

　　IV. Establish a Special Exhibition Area for Smart Customs

　　围绕投洽会促进投资贸易便利化的核心需求，集中展示智慧海关建设成果。展区以图文展板、视频演示、智能设备实物及模型互动等形式，帮助参会客商直观了解海关优化营商环境、提升通关效率、降低企业成本等改革举措。

　　Centered on the core objective of promoting investment and trade facilitation at the CIFIT, the exhibition area will comprehensively showcase the achievements of Smart Customs construction. Through formats such as informational panels, video demonstrations, physical smart devices, and interactive models, the exhibition aims to help participating merchants and investors intuitively understand reform initiatives aimed at optimizing the business environment, enhancing customs clearance efficiency, and reducing enterprise costs.

　　五、发布解读2025年中国与其他金砖成员国贸易指数

　　V. Release of the Interpretation of the 2025 China Trade Index with Other BRICS Member States

　　全面客观展示金砖国家领导人首次会晤以来中国与其他金砖成员国贸易发展整体趋势，立体呈现双边经贸领域亮点、特点，助力金砖国家经贸合作持续深化。

　　Comprehensively and objectively showcase the overall trends in China's trade development with other BRICS member states since the first BRICS Heads of State Summit, vividly present the highlights and characteristics of bilateral economic and trade cooperation, and contribute to the sustained deepening of economic and trade cooperation among BRICS nations.

　　六、推广展会通关手续线上办理

　　VI. Promotion of Online Exhibition Clearance Procedures

　　深化科技应用，打造数字化监管服务模式。依托国际贸易单一窗口、互联网＋海关，通过暂时进出境管理系统线上办理投洽会展会、展品备案及核销等业务，提升通关便捷性。

　　The authority deepens technological application to establish digital supervision service models. Leveraging the International Trade "Single Window" and "Internet + Customs," the authority handles CIFIT filing, exhibit registration, verification, and cancellation via the temporary import-export management system to enhance clearance efficiency.

　　七、允许进境展览品在符合条件的展馆实施查验

　　VII. Permission for Inbound Exhibit Inspection at Qualified Venues

　　超大型、高价值、高运输存储条件的进口特殊展品难以在口岸普通环境下开拆查验的，对布控指令命中特殊展品实施“口岸＋场馆”联动查验监管。

　　For oversized, high-value, or environmentally sensitive special exhibits that cannot be unpacked for inspection under standard port conditions, coordinated "Port + Venue" inspection supervision shall be implemented for exhibits selected by risk targeting systems.

　　八、允许符合条件的进境展览品更换包装

　　VIII. Allowance for Packaging Replacement of Qualified Inbound Exhibits

　　进境展品木质包装取样送检或检疫处理期间，在符合条件的情况下，允许进境展览品更换木质包装或托盘后先行运输至展馆布展。

　　During sampling/testing or quarantine treatment of wooden packaging for inbound exhibits, replacement of wooden packaging or pallets is permitted under compliant conditions, allowing exhibits to be transported to venues for setup.

　　九、允许个人携带参展展品入境

　　IX. Allowance for Personal Carriage of Exhibition Goods

　　进境参展展品在进境旅客口岸由参展人员个人携带入境的，可向海关申请办理参展展品“客带货”申报手续。

　　When inbound exhibition items are personally carried by exhibitors through passenger ports, "personal-goods-as-commercial-cargo" declaration procedures may be applied for with customs.

　　十、延长ATA单证册项下展览品暂时进境期限

　　X. Extension of Temporary Admission Period for ATA Carnet Exhibits

　　接受海关签注ATA单证册项下暂时进境货物的复运出境期限与单证册有效期一致。

　　Acceptance of re-exportation deadlines for temporary ATA Carnet goods shall align with the carnet's validity period as endorsed by customs.

　　十一、压缩特殊货物物品检疫审批时限

　　XI. Reduction of Special Article Quarantine Approval Timeframes

　　优先审核投洽会参展进境特殊货物物品卫生检疫申请材料，对仅用于进境展览的物品，审批时限压缩至3个工作日内。

　　Priority review shall be given to sanitary quarantine application materials for special articles entering for CIFIT. Approval timelines for items exclusively for exhibition purposes shall be compressed to within 3 working days.

　　十二、简化仅供展览用进口预包装食品、化妆品类通关手续

　　XII. Simplify Customs Clearance Procedures for Imported Prepackaged Food and Cosmetics for Exhibition Purposes Only

　　仅供展览的进境预包装食品、化妆品的，收发货人可免予备案，境外食品生产企业可免予注册，免予抽样检验。

　　For imported prepackaged food and cosmetics intended solely for exhibition purposes, consignors and consignees are exempt from registration, overseas food production enterprises are exempt from registration, and sampling inspection is waived.

　　十三、加快检疫审批速度

　　XIII. Expedited Quarantine Approval

　　展品属于涉及检验检疫行政审批事项的进境动植物及其产品、动植物源性食品、中药材等，缩短动植物检疫审批时限，相关审批工作由直属海关负责审批的，3个工作日内办结。

　　For exhibits requiring administrative inspection and quarantine approvals—including inbound animals/plants and their products, animal/plant-derived foods, and traditional Chinese medicinal materials—plant and animal quarantine approval timeframes shall be shortened. Applications processed by direct-administration customs offices shall complete processing within 3 working days.

　　十四、便利展览品展后处置

　　XIV. Facilitated Post-Exhibition Disposal of Exhibits

　　暂时进境展览品（ATA单证册项下暂时进境展览品除外）在展会结束后，结转到海关特殊监管区域和保税监管场所的（参展汽车应当转入可开展汽车保税仓储业务的海关特殊监管区域和保税监管场所），准予核销结案。

　　Temporarily imported exhibits (excluding those under ATA Carnets) may be transferred to customs special supervision areas or bonded supervision premises after exhibitions. Exhibited vehicles shall be moved to special customs supervision areas or bonded supervision premises authorized for bonded vehicle storage, whereupon clearance verification shall be granted.

　　十五、优先为参展车辆办理海关手续

　　XV. Priority Customs Procedures for Exhibition Vehicles

　　参展车辆完成单车认证并取得中国强制性产品认证（CCC）证书，按照《中华人民共和国生态环境法典》要求完成国六环保信息公开后，海关优先依法实施商品检验并出具相关证明。

　　For exhibition vehicles completing single-vehicle certification and obtaining China Compulsory Certification (CCC) certificates, and fulfilling China VI vehicle emission standards under the Ecological and Environmental Code of the People's Republic of China, customs shall prioritize statutory commodity inspections and issue relevant certificates.

　　十六、支持保税展示交易常态化

　　XVI. Support for Regularized Bonded Display and Sale

　　经海关注册登记的海关特殊监管区域或保税物流中心（B型）内企业，可以将保税货物提交担保后运至区域中心外展会的保税展示交易场所进行展示和销售等经营活动。

　　Enterprises registered within customs special supervision areas or bonded logistics centers (Type B) may transport bonded goods under guarantee to exhibition-related bonded display and sale premises outside Regional Centers for exhibition and sales activities.

　　十七、便利展览品展后留购

　　XVII. Convenient Entry Exhibition Items for Post Exhibition Purchase

　　允许符合条件的进境展览品，在投洽会结束后转入海关特殊监管区域和保税监管场所，按照规定留境销售。

　　Qualified imported exhibits are allowed to be transferred to customs special supervision areas and bonded supervision sites after the end of the Investment and Trade Fair, and sold in accordance with regulations.
